I have read that some use clear blocks to practice some sleights like the Clasic Pass. Was wondering were these can be purchased? Thanks,

You could use plexiglass glued together as well. (or pieces of metal to practice the classic pass).

Easier still, just take an old worn out deck and glue 26 cards together in one half, 26 in the other half.

No, it would not.

Here's the history:

Jack McMillen used two thick pieces of glass to teach his students the DPS and the Bottom Deal.
Paul Chosse continued the tradition-- both Jack and Paul gave me permission to use these as a teaching tool.
I used them to teach several things in my video tutorials. Not they're all over the darn place.

PM me and I'll give you the dimensions and the details.

P.S. The reason the glued thing won't work is that you cloud up the material. The major benefit to these is that you can SEE through them.
