I sometimes see objects 'reinforced' with rivets that seem to have flawless, rounded heads at both sides.
What is being used to achieve that; actual rivets or something simulating rivets?

If you have a drill press you can spin the rivet. As far as I know, you would have to make your own spinning tool.
If the rivet head is, say 1/4 inch, you could use a 3/8 rod of oil hardening or air hardening stock. You would have to center drill a shallow 1/4 inch hole in one end. Then take a large punch, round and polish the business end to look like the head of the rivet. Now drive the punch into the drilled end of the rod until the recess is the shape of the rivet and just as shiny. You will have to dress the rod down so that it is not too deep, and then make a cut across the center, to the bottom of the recess. To complete the tool, smooth and bevel the any sharp edges and heat treat, to the point a file will not cut it. Once the tool is complete chuck it up in your drill press and set it so you have just enough room for the item to be riveted. Put rivets in place and set them until they snug, using hammer. Position item on drill press and spin each rivet. If you have not done this you should experiment on scrap first. Important note: The rivet should be no longer then necessary, too long or too short is will result in a poor quality finish.
Our friends don't have to agree with me about everything and some that I hold very dear don't have to agree about anything, except where we are going to meet them for dinner.
