Jerry Mentzer's Packet Tricks was first published in 1982. Not encyclopedic, but packet tricks and only packet tricks. Sells for a modest price.

As a great bonus, I think I just worked out the origin of a couple of tricks I do from Gerry Griffins Complete Card Magic! Been looking for those ...

Not strictly a book on packet tricks but closely related to the topic: Jon Racherbaumer's "Counthesaurus", a 200 plus pages handbook of false counts and false displays. Dozens and dozens of them.

Also, not strictly on packet tricks, but John Bannon's High Caliber is a great read. The book starts off with one of the best packet tricks there is, the Royal Scam.
