It's not uncommon for simple minded players who don't go deep into why's and what's of the game to make such tremendous mistakes. I've heard of an illegal casino (or more likely a backroom of some pub) in my region where croupiers overhand shuffle face up. Such things do exsist amongst the more ignorant of card players.

Pub comps are mostly advertised as self-dealt and the procedures of the game are described thus:
Shuffle, let a player cut and deal and don’t forget to practice your shuffle before you come. Acceding to the Gaming act 2005 there is a daily limit which is: Fixed limit of £5 stake per person per comp Maximum daily prizes £100 They do vary in character etcetera, according to the characters running then as far as we can see.
