Hey Guys,
I'll get to the point quickly. Can you make your own 'Snow Storm Refills' and if so, what paper materials is closest to the actual stuff you buy?

You can but you will need to invest in a paper cutter, (a good one) and it isn't easy. I tried this a few years ago and believe me, it is easier and much less in cost to just buy the loads from a dealer and pay the price.

It depends how uniform you want the loads. You can run tissue paper through a strip paper shreader and then cut across the strips with scissors. You make a template to make up your paper packet to load.
It is work but it all depends if you can get what you want commercially. Also if you are in a jam, it doesn't hurt to know how to make a packet. Trust me when I say some of the biggest pros have made their own packets at time out of necessity.

You sure can make your own. I use a combination of white tissue and smaller mylar sheet squares for a "lightening" effect.

If you are making your own snowstorm loads you have way too much time on your hands -- rather, invest the time in selling your act to better venues and rehearsing so you can honestly book those venues with a polished set of materials -- where making snowstorm packs is a minimal cost and the least of your worries.
And yes, in a crunch, you may have to pick up confetti like stuff and create a snowstorm load that is not ideally compressed and even clumsy to handle in a pinch -- but it will be because you ran out of the commercially made stuff and were too busy to get more loads shipped in on time...
(And please note -- this is as much a note to myself about building props vs. performing with props.)

I made my own the hard way by cutting 1/2" squares of japanese paper then making a small bag of the same material and stuffing it in it. The packet must be thin so you can easily tear or squash it when needed. Indeed, it is possible.

I have also made my own, but it is time consuming. I used a paper shredder as Richard mentioned above.

No in this case I just make sure to make enough time to create the packets to my satisfaction. The paper and mylar combination has to be right for the effect I want.

I might add that the larger pieces show up better on stage than the small stuff.

Larry Maples makes a white tissue and silver mylar combination that we use. Confetti from a hole puncher or paper shredder will not be as wide as tissue paper that comes in a packet from a professional supplier. The wider the paper, the longer the paper stays afloat.

Will toilet tissue work?

I wouldn't try this, because it is so hard to control the cut. Also, when it falls, it tends to collapse on itself and fall quickly instead of staying "wide" and fluttering to the ground.

I buy mine from seo magic and there are the best I've ever used. Well worth the price asked. They are very small and the snow is very big !

Well,I have to try it.My place has a few shops and they charge a lot for everything >so I always have to wait for some relative to come from USA.If the toilet paper works you are supposed to make them easily with a scissor and paper cutter knife.

I have also heard of blowing out a egg shell and filling it with confetti. I have not tried this though. When you make the snow appear, just crush the egg shell in your hand.
