Can a person practice on their own and go to the fair and win that teddy bear by pitching dimes into a plate. Is there really a secret?

Yes there is a secret or more actually a knack to it. Backspin on the dime can cause it to bounce up rather than across the plate.
There are also a few cheats but you might get yourself in real trouble at an actual fair. At a school carnival you might get away with them.
