A good way to make it appear more realistic in water is to attach some small pieces cut from an orange silk (or thin ribbon) to the sides and underside of the fish. The plastic won't wave around much, but the small silk "fins" will wiggle realistically with every movement. Also, if you can paint over the whites of the eyes and make them yellow(ish) instead, that will also make it more realistic. Do a search for images of goldfish and see what I mean. Let us know how it works out.
