Strange puzzle. So if it gets down to two people, no one will get the money. Either they tie, in which case they get a new question, or both answer the same, in which case they become the majority and lose their money. The house will be happy.
The hint "The solution is not logically flawed but is still flawed none the less." is intriguing. Does it mean that there is an answer or that there isn't? Maybe similar to the Unexpected Tiger?

This is one of those 'makes sense logically but might not work out in the the real world because of human nature.'

The only way of winning is if it gets down to three or more people. If two remain, then the game must continue without a winner being possible. As far as I can see, a winning strategy is only possible if you know, or can predict, how other people will answer. This is a flaw, but not a logical flaw.
