What is a good pair of tripods and cross bar to hold a backdrop up 9-10 feet high? The length will have to be from 30-40 feet.

Mike,
With the kind of length you are looking for, I think you will probably need to go with a truss as the cross bar.

American DJ did have a triangular (very light) truss system. I was able to use it up to 20' and about 10-12' high. I am not sure if it is still around. It was referred to as a Dura Truss System. It suited my purpose.
If it is only for a backdrop why not go the way of the exhibitors, basically flat plats with tubular uprights and cross bars.

Take a look at photographers use for paper backdrops. Also look into photography light stands.

I have found that those are very flimsy. They never worked outside. I got a good pipe & drape set-up for about 150 bucks for everything including a bag to put it in, and that has been working very well.

One source for pipe and drape components:
http://www.onlineeei.com/drapecomponents.cfm
http://www.onlineeei.com/drapes.cfm
Keep in mind, that you'll have to do several sections to get a 30-40' span.

That was the site that I got my setup from, Donald. Although the prices seem to have gone up a bit.

As a cinematographer, I make movies... lol
If you have money, Id buy two "Hi Roller Stands" about 4-6 sandbags and an 2 adapters for the top and then just buy a cheap, light, but strong rod at your hardware store and attach it to the stands.
These can go really high, and they are very strong.
If you need more hight, get the "Hi Hi Roller Stand"
If you need more height, get the ones with cranks.
Not sure how much it would be, as I don't have one myself, but Ive used them before, not necessary for a Backdrop for magic, but for filming, and they are great. And will prob be cheaper than the backdrops that most magicians use here.

Matthews makes high roller stands and they are available from many sources. Check Filmtools in Burbank Calif. or BHphotovideo in New York City. A quick on line search will provide other suppliers.

They sell some, but it depends on the height you want, and what features you want on it.
Seeing by the price, it seems to be around the $400 mark. A bit more than I actually thought. But extremely sturdy, and very useful.
Id be getting myself some too.
I'm not sure where your located, these are the stores I can think of at the top of my head.
but, they can be bought in many places.
