Most cheat-at-play incidents are dealt with in-house, a Ministry of Finance spokeswoman said.

“It’s not uncommon for patrons to simply make a mistake or misunderstand the rules of a game,” Sonja Zoeller said.

Between 2014 and 2016, she said, there were six cheat-at-play incidents that resulted in police being called. Two resulted in criminal charges being laid.

“Nine other incidents in that time period resulted in verbal or written warnings to individuals.”

It would be interesting to know the details of the cases where they let people off with a warning.

Gambling in British Columbia (where this took place) is somewhat of a socialist affair, with the entire industry controlled by a combination of the Federal and the Provincial Government.

Procedures are all dictated by the Provincial government, and precise definitions and penalties of cheating-at-play are laid out in Federal government criminal code of Canada documents related to gambling.

Generally, the folks who are let off with a warning would be the players she's referring to as making procedural errors, or failing to understand the rules of the game and grabbing or placing chips or cards at inappropriate times.

In British Columbia, depending on the quality of your legal council, your lawyer can also negotiate with the Crown for a reduced charge, or to have the charge thrown out.
Because the cheating-at-play definitions are all laid out by the Criminal Code of Canada and the Lottery Corporation of B.C. (the governments gambling arm), those incidents which may just be on the fine line of the definition of cheating-at-play may be dealt with dropped or reduced charges in exchange for the patron agreeing to be (for example) banned for life from all gaming establishments in B.C.

The take-away here is that gambling in British Columbia is operated, controlled, and policed 100% by various government bodies, and those government bodies maintain their authority with an iron fist, and with the full support of the Crown.
If you "get off with a warning", the likely hood is high that the Crown lawyers saw the charges as not resulting in a conviction (for whatever reason) ... they would then contemplate negotiating with the patrons legal council for what is being referenced in this article as "a warning".

We hardly hear of any cheating at all in our neck of woods. Since casinos began here a half century ago we have heard of very cases, like a handful around here. Almost all cases we know of were dealt with in the house. I am one of the very few that has been arrested. That was in the 1990s when a German girl told me she had been banned from all the casinos for card counting and asked me if would sign her in as a guest in disguise. Like a sucker, I believed her and did she asked. It turned out that she was working with a professional crew, past posting. I was arrested with them but they dropped the charges and the crew was deported. A croupier pal of ours was switching baccarat shoes and taking them down for large amounts but the police were not called. He was dismissed and crew banned. I am not sure they could prove it but they called the police anyway. That sort of thing has been going on. The ones we hear about getting arrested are mainly from the London casino and foreigners we do not know. The casinos here can do just ban players without saying why and there are now again petty forms of cheating, which hardly amount cheating, they are more like blatant strokes, such people picking up their losing bets and claiming they changed their mind before the ball dropped and the like.

Ive been living in BC for the last 13 yrs and been working at the casinos here... There is an abundance of cheating that is attempted here and a majority of the time, it doesn't result in charges.... its usually bad cheats and it usually results in being barred for 30 days or so... Last year we had a pair of middle eastern guys that were able to do "the Shot" on the dice tables and once the management caught on, they were just asked to leave.... that's after they cashed out what was in the rack... then they hit another casino in the city and was also asked to leave.... they have not been seen since... unfortunately, they did not know how to really take advantage of their skill....

@iamslow: Do the casino in your area of British Columbia have video surveillance and so they record each game? Without video surveillance it is hard to prosecute many forms of cheating.

@tommy: Same question tommy. In your neck of the woods, do they have video surveillance and do they record each game, especially from different angles?

Casinos without video recording are pretty much of a pick nick for capable people and crews.

Well yes, of course, they have video surveillance etcetera here today. This whole country today is camerered up.

Do they have cameras over each table or just general video surveillance and can several cameras zoom in one a table from different angles as needed? Just curious.

Hi Cag, Yes they have have surveillance on every table and can be zoomed in perfectly and there are also supplementary cameras for each pit that can be focused around to catch different angels of each table in that particular pit..... I once had to call surveillance for a big cash buy in, and we are required to note the surveillace persons name I spoke to in the notes. When I spelled the persons name incorrectly, I got a call back and was told I spelled his name incorrectly... technology nowadays is so cheap that they can probably cover every square inch of the casino which was impossible back in the day...

Yes, and they are more than mere cameras these days: they can analyze patterns, the action - they are not just a pretty face. It was a long time ago that croupier switched the baccarat shoes; the crew blocked the cameras. We know a fellow who owns a camera business who put a sophisticated system in our bar for little cost. There are perhaps some casinos still that have the old basic CCTV systems. If we were thinking of taking on a house, we would first ask our expert pal to have a look at their system.
