I'm looking for tissue paper shaped as a heart.

Is that something you can get?

You can buy sheets of tissue paper and cut it into the shape a of heart.

If you want to make your own, cut a plastic or cardboard template in the shape of half a heart. Take a stack of about a dozen or so sheets of tissue paper and fold it in half. Place the template on the folded stack and trace around it with a pencil. Then cut through the whole stack with a utility knife. When you unfold the cut pieces they will look like hearts, unless you place the template on the folded paper incorrectly.
