I use battery operated NEON for a variety of stuff. You might check out This place and look at their 2X wire. If encased in a plastic tube, it could possible give you the desired effect. I was the 1st place winner of their contest a couple of months ago. I have ALOT of experience using this stuff. PM me if you have any questions.

You may also want to look into luminescent tape. It is battery powered and can be wrapped around any kind of pole creating the illusion of a long bulb ie: broom suspension pole etc. there is a topic devoted to it eslewhere in the forum. It is also a really cool accent to add to illusion bases etc. Copperfield is currently using it on his portal vanish over the audiences heads.

Contact Wisconsin magician Glen Gerard. Over ten years ago he developed a battery-operated neon hoop for his levitation. Since then, a few others have made them, but I believe Glen's is the first, and perhaps the only battery operated model.
