That's fantastic - a terrific performance that's messing with my mind like when I first saw Crazy Man's Handcuffs performed. Bah, I'm going to be playing around with matches all day now!

John nailed it. That's Skinners Matches. The second part is, bascially, Tenki Pennies with matches.
On second thought I'm not sure it's Tenkai pennies. It's more like "two pennies on the leg" (or something like that) from the coins across section in Bobos book. Very easy to do.

The second part is the "10 Count" popularized by Vernon. I think he originally did it with matches (in The Art of Close Up Magic maybe?).

And the first part was simply the old penetrating matches...found in a lot of beginner's magic books.
Skinner's routine has a bunch more than just these 2 phases.

I believe I saw this on the Eye Popper's Infomericial video being sold in 2000. I believe I learned it from Mark Wilson's Cyclopedia of magic.
