As far as I know it's not an Eddie Fecter effect. Not sure who it belongs too. Bill Malone explained it on one of his first set of L&L dvd's. Michael Skinner showed it to Fred Kaps and Fred Kaps used it as well.

It's not Kaps either who's it is who knows. Could be Skinner's but It don't know that he put any claim on it. I could just be one of those things that was shown to this person then this person on and on, who originaly did it is lost to the masses.. Good effect however.

Bill did mention Kaps but it was that Mike Skinner had shown the effect to Kaps. It could be that this belongs to Mike but I don't have a clue there either.
