Thanks, but it is freezing here in Alabama today. It's 59 degrees F and raining! I think I am going to try the sock bean bags and punctured tennis ball route first. Thank you all for the great ideas. I was going to suggest using Insta-Snow, or maybe even experimenting with mixing Insta-Snow and slush powder. I didn't know if Bob wanted to really 'SPLAT' someone or not though!

Might be a little late.
Shops for architects carry tree tops made off some rubber like foam, just like stiff sponge balls. The 60 mm version is heavy enough to throw, soft enough to hit someone, and looks quite like a (stage) snow ball. Bob a little late but why not just rent a snow cone machine and make your own. They even sell small ones for home use.
