Based on my high school Russian (30 years ago), transliterated for pronunciation, it appears to read: Vereshchagine, politiku v opiumnoy lavochk. Tretchyovskaya gallereya.

Unfortunately, I don't have Cyrillic font to type into a Russian-English online translator. But it seems to have something to do with politics. Just a guess, and that it is art from the Tretchyovskaya Gallery. Sorry I can't be of more help.

Thanks, Dr Spektor's wife translated it.
It's a painting by Russian painter Vereshagin: "Politics at Opium Kiosk".
The painting is at the Tretchyovskaya Gallery.
So, you're right.
