Have you tried an out-of-the-box disc? Not sure if penguin even made them with Region 2- or any regional formatting, for that matter...
If not, you need to score a region free player, which should be pretty easy and fairly cheap.

I have found that most DVD's whether PAL or NTSC will play on my computer. This includes souvenir DVD's, etc.

I haven't had any issues with magic DVDs, but UK movies ask me if I want to change the format of the player on my computer, and (according to the message,) I can only change it a few more times before it stays that way forever.
