Is a PK ring strong enough to hold a shimmed steel core half dollar thru a thin glass table as well as a second shimmed coin on top of the glass directly under the pk ring? I'm referring to the real strong pk rings like the Wizards. So basically pk ring - shimmed half - glass - shimmed half.

Your only shot at it is if the half dollar is shimmed with another magnet.
A steel shim isn't strong enough.

So it would probably work with a magnetic coin and a shimmed coin? Im looking to place an order soon in silver kennedy's and want to make sure I get the right coins as they are quite expensive

If you use a thin glass it is,
better yet use a plastic soda glass
