It seems to me that someone edited/photoshopped something of which probably has no importance whatsoever in an attempt to make that same something more important than it originally was/is. In drawing my own conclusion, I'd label it as balderdash and poppycock until someone can say something more definitive about said video.

I agree with Bob1Dog. If I saw this on my tv rather than a video on youtube, then I would be wondering what was going on.

I actually researched this and found the original official abc footage and this actually happened in the footage.

The "bizarre object" was there at the start, with the red "gore" around it. My guess is the red stuff is clothing or a bag, or some piece of equipment that happened to get pulled off-screen at the moment the officer walked by. We don't know what was happening out of frame. If it was pulled quickly, even without it being obscured by the officer, this guy still would have been analyzing its disappearance.
To try and build any sort of conspiracy theory around a tiny piece of footage (as the commentator seems to be doing with the title of this video) is absolutely nuts. People don't want to believe that something could happen horribly and randomly, so they try to blame it on some nefarious organization. There's a lot of people with slightly loose screws on the internet- as the comments on that video prove.

I think what happens is the logo (ABC) changes to reveal what could not be seen behind it before and the camera angle moves a little. Still I am not sure if that explains it all. The new logo that replaced the ABC one may have had a filter that filtered out the red as it was put in.
