Originally, the "number" in New York, was based on 3 digits from the parimutuel handle at whichever track was holding a meeting. In order to lessen the risk of a number hitting at an inopportune time (e.g., decades later, the "death" number hit the day after Moms Mabley died), Otto Berman developed a method by which the leading numbers banker, "Dutch" Schultz, could eliminate at least one dangerous digit. When word of this got out, the number was changed to 3 digits from the daily trading at the New York Stock Exchange. But I guess that can be "fixed," too.
