Not as such. By nature fire creates heat, but there may be reactions that appear very similar to fire that do not produce heat. I know that there are pyrotechnics that look like burst of sparks or fire but produce little or no heat.
I would venture that as far as practical non-heat producing handheld pyrotechnics go... you'll be out of luck. But if you are looking for something more along the lines of safe stage effects, there is already stuff out there it's just a matter of finding it. Good luck and God Bless, Brian.
