I don't believe Jack was intentionally calling the marines useless. He was quoting excerpts from the Rifleman's Creed. The Rifleman's Creed (also known as My Rifle and The Creed of the United States Marine) is a part of basic United States Marine Corps doctrine. All enlisted Marines learn the creed at recruit training.

He didn't even get out of his car- he was shooting at random. (Won't even say his name, he's not worth it.) The marines were likely taken down before they even knew what was happening.
NOW can we talk about restricting high powered rifles and high capacity magazines? The military should have them. Civilians should not.
