Lots of people have given it a try; they are usually grouped under the rubric of socialism, social democracy, syndicalism, and so on, though there are many, many different and often contradictory variations that have been articulated. Often you'll see it called something like Participatory Economics. If you look at that article you can click further at the end where it says "See also" for further ideas. Ongoing democratic participation in developing and evolving the system is key--theory has to reflect practice and so on.

Essentially, the idea is that democracy is not just the opportunity to vote once every four years for some clown; democracy is the ongoing participation of people having a direct say in the matters that directly affect them in their economic, social, and political lives.

How to get to that point in a world where there is so little democracy, and where people have so little say in what directly affects them, and also have so little practice in actually performing democracy. What is a truism like "You can't fight City Hall" really saying?--really isn't it, that we know that we don't live in a democracy? So how to change? Well that is the great question, isn't it? More than one person has noted that power concedes nothing without a struggle. Marx thought it required a workers' revolution. I hope he was wrong.
