I received his email this morning fyi of Carny tarots coming in spring from him, so I believe he has secured rights to it now.

Here is the info sent in the email from Vic, " Gemini Artifacts now owns the rights to produce the Carnie Tarot. Gemini Artifacts will have for sale all the versions of the Carnie Tarot including the Cursed series as well as the standard Flemish deck. Stay tuned for more info "

A few years ago I made my own add-on for the Carnie Tarot.
It was a proposed fake history of the deck, explaining the skulls and clowns, linking the deck to a failed secret society and an interpretation of each Major Arcana card. When Vic got the rights to the deck he thought the booklet would be a cool offering for Carnie owners. I've been using them with my Hand of Cleopatra...seems to go over well...very visual all the way around.
