OK, so who is the most evil villain in comic books?
To answer that you must define evil. This is not so easy to do. Look it up in a web search and you will get a lot of definitions that really don't tell a whole story. Things like apathetic to suffering come up. Immoral is listed, etc. Is Galactus evil? Is he any different than a fisherman who catches a fish and cooks it for dinner? The fisherman was hungry. Galactus just happens to eat worlds. Is Lex Luthor evil? He is petty, jealous, and a few other attributes that are usually thought of as lower... But is he evil? I find this not such an easy question. Most of the traditional Flash villains are thieves. they use abilities and technology to steal. Is that evil or is it morally wrong? or both? I will be curious to see how this gets answered.

Kingpin qualifies as evil.
But the things you mention are just ways to twist things and justify behavior. Lex is evil yea. He can be petty and evil. The two are not mutually exclusive. But according to you it is those who do bad when they know they should do good. Right when they should do wrong. Those who choose the path BECAUSE it is wrong. There are plenty of examples of this in comics.

I'd go with the Galactus for a specific kind of genocide (sapicide?) Of all worlds with life, or worlds where what he requires of living places can be grown (agriculture) or which things in space which have life, he keeps going to the worlds with intelligent life. You'd think Ego would have adopted him as amabasador hmmm.

Galactus is just hungry. I'd still stop him, but I wouldn't brand him evil.
Ego's a nasty piece of work. Can't say more for spoilers.

Which appearance are you referencing, Ed? Kirby? Movie? A recent comicbook story?
For evil, try Randall Dowling from Planetary. A quick look in issues 14 and 25 make the case. Been wondering why Lex Luthor did not have Kryptonite added to Metropolis city water supply the way flouride...

I don't really recall what Ego did in the comics. I'm going with his appearance in "Guardians of the Galaxy II."
As far as Randall Dowling is concerned, I'll have to take your word for that. I don't read stuff nowadays. Lex? I just don't think the man ever thought of it. (He DID have a Kryponite cloud thrown into the earth's atmosphere at one point.)
