This works like a vanishing cane but is much bigger in diameter.

I would guess it is an appearing or vanishing Barber Pole (that term might give you a guide as to how old it is).

Colors aren't correct for a Barber pole and too skinny. Look at the knob on top,more likely a flag staff.

It is a barber pole production. Colors varied on these over the years. Also in a variety of sizes. They were very popular in England.
