Does anyone know where I can learn the bill to matches, where the bill changes into a pack of matches in a couple of folds

You can buy that from dealers. Such as Hank Lee or Penguin.

You can also make your own. Instructions can be found in Mike Bornstein's Money Magic book. I use this in conjunction with a card trick. Card is chosen.... card is placed back in deck.... card disappears from the deck... bet a dollar.... changes to matchbox.... open it and show matches..... open it again and now card is found inside folded.

I highly recommend that you buy all 3 of Tom Mullica’s expert impromptu magic made easy, the bill to matches one is on Volume 17.
I have been doing this one for years it is a regular effect at my bar every night. I start off by saying, “check out this counterfeit dollar bill someone tried to pass off on me.” I proceed to pull it out of my tip jar turn it into a matchbook and say, “see it doesn’t match the original.” This one quite frankly tends to blow people away, I use our company matchbook, which is your standard size, and I pull all the matches out. I have structured my handling so when I go to show the back side I turn it only one way (those of you who do this one know what I mean), I show both front and back a couple of times then I open the book and say “I took out the matches to show you that it didn’t go inside either.” Does anyone out there do this effect with something other than a dollar bill? Say a hundred or maybe a two dollar bill?
