Most of the droppers and other gimmicks I've seen attach to the clothing with a safety pin. The drawbacks I found are not just the holes it pokes in your expensive clothing, but also the drag of the weight on it. I thought of making some sort of a belt out of a heavy duty fabric such as velcro material and then wrap it around torso hidden under the vest. Heavy items such as coin stacks can be attached directly to the belt, thus eliminating the drag on the clothes. I wear a snug fitting button up vest. (No jacket) I'm guessing that I'm not the first one to think of this idea. Any thoughts?

Making a sort of Velcro set up that can be attached to an existing belt sounds feasable. Maybe a half or 3/4 set up that clips on an existing belt around the bac and sides so it won't be seen.
Velcro is ideal and the holdouts can be moved from vest to vest or jacket if the tabs on on all.

Use the heavy duty velcro though. You do not want the gimmick to come off in performance.

Gen Grant sold safety pin plates that would be sewn to the clothing. Then the pin is inserted in this plate. That way gimmicks are always in the same place. Clothes can be cleaned with the plates attached.
