I have seen ads for the Cobra Tie Levitation. It looks like it has potential. Has anybody bought this effect and maybe can give me their opinion? Thanks.

Don't know. When I was interested they were sold out everywhere.
...think not that all wisdom is in your school. You may have studied other paths,but, it is important to remember that no matter who you are or where you come from, there is always more to learn.

Pass on it! While the props are quality made the effect is not. You can't borrow any tie and while they provide you with a matching tie to give to a plant or take off seemingly impromptu,it is fairly obvious what is going on. Maybe if you perform it far enough away and in front of children you might be able to pull it off. No you won't. Just my opinion.
