I want a puff of small paper to shoot into the air. I tried a small fan from radio shack but it does not have the power. Any ideas?
Nothing of the same will bring any change, take action today!

Many magic shops sell a type of cannon which uses Co2 cartridges for its power. I will do a little research on this and let you know my findings.

Small paper like confetti? Hands free? If so, what about a commercially made confetti launcher?
Other than that, I have a friend who took an empty Elmer's glue bottle (large size), attached a length of flexible hose to the nozzle (maybe 3/8" - 1/2" dia.), and had the free end of the hose enter into a short length of pipe. The pipe was mounted vertically, open end up. The diameter of it was just enough to take a wooden magic wand. This was on the floor behind a table, and when he stepped on the bottle, the forced air shot the wand up to about head height. A real crude pneumatic pump, but it worked!

Funny idea! If you can set it off yourself, WalMart has small party confetti launchers that operate with a spring-loaded plunger. I looked one over and realized that they can be reset. You have to turn the bottom to release the spring and POW! It has kind of a keyhole lock that holds the plunger down. If you can mount this in the box and operate it from below, it would work.
Safety issue: You might want to be sure that it doesn't wear out over time. It would not be good to have the whole spring and plunger come loose and smack you in the face. Other idea might be a small compressed air can, like airbrush propellant. Attach a short length of flexible tubing to the nozzle. Have that tube end in the bottom of a slightly larger cup (about the size of a dye tube). The cup holds the confetti. A quick blast of air should blow it out.

I've made a confetti launcher for a "Rocky Racoon"-syled effect using canned air (found in most office stores for dusting keyboards, etc.). I bent a wire coat hanger and made it fit snug across the trigger and it is aiming upward at a 2" piece of PVC pipe (about three-four inches long. There is a small screen at the bottom of the pipe to keep the paper above the "nozzle-level".. This is all inside of a wooden box I made to house the unit (canned air, PVC pipe, and paper...). All I have to do to launch the paper is pull on a ring I've added to the end of the wire hanger. It releases the paper and nobody suspects I controlled the release of the paper... it's great and cheap to build...
