Simple question: what device is used to cut those coins in half? I really would like to make my own folding coins. I need to make them from local coins, those are not sold anywhere.

You'll spend a lot of time and money learning the simplest of techniques with a jeweler's saw, but you'll still have to have a lathe that can chuck up a coin to turn the edge groove. Why don't you find a person who already makes them, and find out what they would charge to make some from your coins? Check around the Café and you'll probably find a manufacturer that would work with you.
