I need something that I can dry onto a piece of paper that has almost no smell and is very flammable. Gas and all that stuff can't dry. I am making an effect witch I am not going to mention here, but I need such a material to make it work.

Well, without knowing wat you're trying to achieve, it's hard to offer you any real advice on what you're asking for.....

It is an effect where a card burns. Can't say much more

Could it be something similar to Jim Pace's Hot Leads?

Well then, I might suggest you print the face of a card on the flash paper. Have the paper on the card, set it on fire and back palm the card.

In most cases, no, flash paper burns VERY FAST!

I have heard, however, that if you dampen the paper, it will burn slower.

Soak or we the card in lighter fluid and burn it in a pan and use a duplicate if the card needs to be restored.

What about having a thin layer of wax applied to the card? I can make it thin enough so you can still see what the card is. Do you think that might work?

There is a liquid which ignites when it dries. Doubtful that it is sold pre-made these days since the main ingredient is difficult to obtain. If you could get the ingredients, it would store nicely as long as the lid is tight and it doesn't dry out. Have a look in Chemistry Magic.

How real do they look? do they look as original bicycle cards or like printed soaking paper for ink? In other words... Can someone see the difference from 2-3m away?

You can try printing the card faces on photo quality inkjet paper, photo paper is easier to burn than a real playing card.
