What is the name of this item and are there plans out there on making one? Who is the inventor? I can't think of any other way to describe it...."cloak holds its shape...girl is gone".

Standing version had been known by vampire cloak or moth cloak. Lance Burton and Brett Daniels have both used one in their act. Maybe others can chip in and give us some other names it has gone by.

Use chicken wire to create the shape you want to hold. Just a thought.

Stupid me! I built one years ago that stood on its own and collapsed into nothing. It was really nice. The perfectionist that I was.... I took it apart trying to make it even better and never got it as good again. Stupid is as Stupid does.LOL

A simplified version of the Vampire Cape Illusion made from a PVC Pipe internal structure can be found in Book 2 of Jim Gerrish's "PVC Pipe and Dollar Store Illusions for the REALLY,REALLY CHEAP Illusionist!" on my site.

Paul Osborne's Begin to Build Your Own Illusions books had a trick called "The Sacrifice", I believe. I think it was in Volume 3 or 4. There is a cloak used in this effect, and its cheap and relatively easy to build.

If I'm not wrong, its called the mascot morph. doug henning did it, lance burtan does it, David Copperfield did a version of it with the girl levitating first then vanishing 'in flight'

DEATH DROP CAPE VANISH
CUSTOM MAGIC Assistant or performer is able to "vanish" from the cape while the cape still looks like there is someone there. You wisk it away at the desired moment and there is nothing but the cape left in your hands. This cape has the wire headform built in and does not have the "bulkiness" that other capes have. This was used for three months in a show and is otherwise brand new.

Is there plans for such a cape anywhere?
Can you use the same cape if the person is sitting down?

The cape is made to be seen from the back, while sitting down would require a cape that is made to be seen from the front. If you have some idea that you want to perform the Dekolta chair without a separate cover, where the costume provides all the cover needed, you have to stop looking for plans and start making some.
