Here's a few off the top of my head:
Annemann, Paul R. Hadley, Glenn Falkenstein, Robert Nelson, Ken De Courcy, Barodin, and JG Thompson.
There are many more, I don't want do dig into my library.

Ok, I was at one point considering involving my wife Liat for a two person act... but one of us wasn't as fascinated as the other if you get my point. However, I investigated the same question you pose and collected the following recommendations and opinions from various places.

Below I have removed the names of the people that gave the comments (since I don't have their permission to post their quotes here). If you contact me personally I can refer you to the person who said it.

(Note: these are from my personal notes, so don't expect any structured or complete list) :

(Hades). One of the best "code" acts (and one that I have used w slight updating modifications, it kills!) . highest recommendation! /xxx
I use Hadley . spent several years modifying and improving on the over-all handling of the routine./xxx

"Person to Person" L. Jones
two-thirds of the book is on two-person effects. Also contains a super over-the-phone test

"Scalbert's Selected Secrets" Scalbert.
communication codes.

"En Rapport",Anneman
is great/xxx

"Lightning Telepathy" Stephan
(from Magus Magick in U.K.) quick & simple learn it in under an hour and be using it in your show that night. I have and do employ it with great frequency and it has yet to fail me, no strange language (as in most code work) /xxx

"Between Two Minds", Thompson, Rutledge
two minute to learn two person code
J.G. Thompson has some work in some of his books. /xxx

'Automentalism', George Armstrong
50 years old. really easy, no memory work 2 person telepathy act. my wife and I used extensively in the 60s. /xxx

Simple as that is, I've never been caught out with it - works incredibly well.

For Tarot cards, place names, words, look at any of Ron J Dayton's work (Brother KOTAH) - can be used for complex codings, subtle & baffling.

Quick now please tell me if you have looked at the works of Eddie Fields. The change Eddie (and I don't know if he was the first to do this) made in doing code work was to switch from using the code in speaking to his partner and instead incorporated the code in what he was saying to the spectator. This makes the code invisible.

By the way, that first sentence was an inside joke.
