Does anyone know where I might find an explanation of the Bert A. Asprin Tin effect?

One place to find it is in Eugene Burger's "The Performance of Close-Up Magic", page 23.

Bert Allerton book was originally published by Magic Inc. Check with them or H & R Books. Why not go to the source?

Paul's source suggestion is certainly the way to go. I don't have the Allerton book so only offered a source from the books in my collection.
