Like noticing that cars are always made to go faster than speed limits, wondering why they don't just make them slow in the first place so that they cannot go over the speed limit even if the driver tried?

Believe it or not, there are devices that CAN be placed in cars and trucks to limit their speeds. They're called, or used to be called "governors" and that's exactly what they did; govern your speed. I was in the military for a few years back in the late sixties and worked in the field far from the main base. All the trucks we checked out of Motor Pool had governors on them to keep our speed limits to 55 miles an hour.

Don't know if they still use 'em, but the technology and certainly today's electronics make it still possible.
