I am looking for a method to create an electrical arc that is 12-18 inches long. This would just be an added effect to an illusion and not come in contact with the performer.

I suggest checking in on a science forum, where there's a greater density of knowledge in this field.

Look for a "Jacob's Ladder" or a "Tesla Coil", depending on the effect you are looking for:
