What are your thoughts on structuring the timing, pacing and tempo of a cups and balls routine? Fast, slow, moderate? Why? Should certain phases be faster than the other? How do you build up the tempo?

If the main target is to entertain people, I believe that the logical sequence is to begin in a moderate rate and then go "increchento" until the climax (perhaps a small pause before revealing the final loads)

If you are doing the cups and balls silently, to music, there should be points in the music that emphasize what happens on the table. If you are performing simply talking, then there should be pauses before each revelation. They don't have to be long pauses. Short ones do fine.
Also, you should pause to allow the spectators to applaud. When you get ready for the final loads, there should be a pause before each load.

As with everything, whatever works for the performer. I go at a medium pace and the phase before the final loads is where I tell folks I'm going to explain how it works. I then go through a Paul Daniels inspired point where everything goes at lightning speed and balls appearing everywhere. Something about that phase that people just love, I always get applause at the end. I then slowly reveal the finals.

If you work it correctly, you won't be forcing the applause. The audience will be ready, and you will basically signal, by pausing, that something very important is about to happen.
I'm not referring to a long pause here -- about three beats.
