I was looking at "Downfall" and "Power Word: Fall"and was going to get one of these, but I do not see any major difference between the two. If anyone has either of these, please elaborate.

Downfall...do you mean the recent Papercrane release/debacle? If so it was exposed on an episode of 'The Mentalist', and many buyers found lots of reasons why it is not practical in the real world.
I personally liked powerword:fall, although it isn't ideal for walkaround.

Downfall requires testing before you perform to get the timing and the knack just right, but on the upside it requires no loops strings or IT. I personally can't see the advantages of Powerword.

I don't use it (I prefer David Regal's approach for that sort of thing) but somebody who doesn't see the advantages probably doesn't perform in that type of situation, would I be correct in that assumption?

It's like saying you don't see the advantages of stage illusions when all you do is close-up card effects.

What kind of situations are best for Power word : fall?

I had heard that there is a wheight limit to Power word: Fall, and was wondering what that weightis to see if it is usefull for me.
