The ones I have bought vary; the kung fu fans are pretty easy but a little heavy and the paper fams not as easy to open but lighter. I have had to buy several and just try them out.

Most guys take the fans apart and rebuilt the hinge point. You could take a nylon sleeve with a smaller nut and bolt and it should make it very easy to open. Another solution is to take bolt and smooth out the middle of the bolt so it is smooth without threads. Leave just enough to thread a bolt on the end to hold it all together.

I made an oriental fan that had a coin dropper attached. The pivot point rod was replaced with a brass tube and soldered on mini washers to hold everything together.
