A friend of mine has this thing that creates a static charge that he can do various effects with, but he cant find the plans to the thing and it is not working at this point.

dose anyone know what this thing is and where to get the plans to make one?

Does it have a giant rubber band and a big ball at the top? If so, it is probably a Vandegraaff Generator. A Google search lead you to plans.

No it is a box strapped to his leg. he has used it to stick playing cards to the wall, pk. type things, and yes, zap people.
