The Mak Magic "French Arm Chopper" does this with the hand.
I believe Collectors' Workshop also had a similar effect "Power Chopper" where the hand dropped. B

I like this better than the Grant French Arm chopper. If you can speed up the process of attaching the Kevin James arm gimmick, it would be a great routine. Maybe a stooge or your assistant will do as comedy.
