It's based on a very old illusion called "Hero's Horse", and a very nice version can be found in the Owen Magic catalog - item #7014.

I always wanted to build Hero's Decapitated Horse.
Plumbing though looked like it might be a bear to get right... Oh my! I just saw the Owens magic one.... Dare I ask how much?

I have this piece. It's from an old Sneaky Pete's magic set. I have another too, slightly different, smaller and female. It's very interesting.
