After much careful deliberation I must say Neil Peart.
It's a tough call and I could have just as easily chosen- Dave Grohl, Kieth Moon, Alex Van Halen. Probably a couple of other close runners up. I'm mostly thinking of rock drummers because of cultural prevalence. I'm sure there's plenty of insanely good Jazz drummers.

Pert and Carl Palmer are tops in my book. But jazz drummer Budy Rich was insane.

Neal Peart for Rock and Buddy Rich for Jazz, hands down!
Peart is completely effortless when he plays.

Neil Pert learned to play again after being one of the best anyhow. Learned classic style. It took him up a notch.
Keith Moon is good also. Jay Osmond was ranked as one of the USA's top drummers of his time.
