I apologize if I'm late to the party on this, but I don't recall having seen anyone else comment on it.
Original posts are timestamped on a 12-hour clock (e.g. 4:00 p.m. is written as 4:00 p.m.), but when the "quote" function is used, the quoted excerpt is timestamped on a 24-hour clock (e.g. "On 2011-06-04 16:30, LobowolfXXX wrote: Quote: ...")

From a design point of view this is a subroutine and to check for 12/24 switch would involve more code. It's easier to just leave it at a time all people all over the world understand that 24 hour clock, with minimal code or redirection through several sub routines.
