It's an interesting idea and distinction. I don't know if I'd characterize taking a tax deduction as "using a government social program."

The premise is screwy. The way Federal Program is defined means everyone has benefitted in some way from some program or another. I've benefitted from the Federal Parks Program, the Federal Highway program, the use of Federal Currency. All that just yesterday.

It's screwy to call them social programs because of the current day stigma of that phrase based on it's current most recognized programs for the lesser fortunate. Maybe it is a good time to recreate social programs which yield benefits for all for generations to come. Park building or maintainence, road construction or repair. Lord knows we could use the roadwork and park care here.

I think Tom's point is that he wouldn't call everything on the list a "program". It does make you wonder if anyone has formally defined "federal program". The most authoritative source for Program Evaluation (Rather immodestly titled The Program Evaluation Standards) says that a program is
Presumably, a "federal program" in the context of the article is something created by the federal government, fitting the criteria above (to some extent). So have at 'er. Are they programs or not? John

So the provisions of the tax codes that limit the government to getting 'only' what, 37% of it's income tax funding from the top 1% are "entitlements"? If any limitations on Income tax collection are going to be called entitlements, perhaps they should be the provisions that keep some people from paying any income tax at all.

Agreed. Not all entitlements are bad, as most of the American public who support Social Security and Medicare will attest. But let's call them for what they are. When the rest of the country pays taxes on income spent on interest payments and some don't, that's an entitlement. When you get to call some of your income "capital gains" and are allowed to pay less tax on it, that's an entitlement. When you get a tax credit for buying an SUV that's an entitlement. When you get a different tax rate for being married with children that's an entitlement.

Is it an entitlement when instead of paying 9% more than everyone else, you only have to pay 7% more? Maybe I have it wrong. Maybe it's an entitlement when you have the 'opportunity' to pay more than everyone else!

Rockwall, you could always flip it around and see it from a socialist's point of view: the government owns all of it, but is graciously letting you keep x%.
Seriously, though, you can't go off straight percentage of income because it's not that simple. Not all types of income are treated equally. If you and I both make $8k, it's taxed at 10%. If you make another $8k, you're in the 15% tax bracket- but the first $8025.00 (or whatever) is taxed at 10%, the rest is taxed at 15%. Then again, it could be the income from long term capital gains, which is only taxed at a maximum of 15% regardless of how much was made. Then there's other tax shelters, etc. Warren Buffet figured out how much he was paying in taxes as opposed to his secretary, and was suprised to see that while she was paying around 35% of her income, he was only paying 11%. So you might actually have it right... just backwards
