If it's focused like that with a parabolic mirror (or some other type used to focus light), then yes, definitely.

I have used a Fresnel lens from an old rear projection TV and have melted coins, cut cans, and shown burn marks on the sidewalk. I didn't actually try to melt a rock though, but it also didn't have as tight of a focus as you can see in that video.
You must be smarter than the tools you are using...
