Kind of surprised I didn't get any answer in the Workers section so I'll try here:

A question about the definition of a half pass--which of these is considered a half pass? One, two, or both? If only one, what is the other called?

1) The top portion of the deck is brought to the bottom and reversed in the process.
2) The bottom portion of the deck remains in place but is reversed.

I've always referred to the reversal of the bottom half of the deck as a half pass. This may or may not be correct.

Have you checked any of the basic card books? Not that I don't have any respect for card magic, but I'm really too lazy to spend the time hunting for it.

I have always thought of the reversal of the bottom half of the deck as a half pass.

Half Pass is when you reverse the bottom portion of the deck while keeping the top portion in place. It is best to do it while putting the deck down. Not my favorite move but is needed in some tricks.

I agree with the replies above. As far as I know, the "half pass" move consists of reversing the bottom half of the deck and keeping the top one as it is. So, neither of the two option is completely right.

The Half-Pass can also apply to a small packet of cards.

Check the Classic Magic of Larry Jennings for a description of the Crist-Twist.

Marlo also had many versions.
