What illusions are permissible to manufacture and sell? I know Steinmeyer doesn't give rights to most anyone. What about Osbourne? Or the Abbot's treasury of illusions? Can I make illusions from that and sell them? Victory Cartons? Zig Zag? A Basic Base? What about Andrew Mayne's stuff?
If it's not okay to build, how does one get permission or rights to do it?

Usually the plans will specify whether they can be built for resale. I'm pretty sure that most of the stuff in TOPS (and possibly Abbott's) is public domain. Paul Osborne really didn't have the authorization to publish a lot of his stuff so, from a black-and-white standpoint, the answer should probably be "No". I consider most basic bases public domain, except for some such as the Zimmerman base.
The better designers are pretty strict on who they allow to build their designs, simply to ensure that they are being built correctly.
Things are more like they are today than they've ever been before...
