So, you would put your video in, and the software would pick some songs/or you could select some yourself, then it would match them to fit the video. Does this exist?

Check out http://www.SmartSound.com. It does not select the songs for you, but allows you to narrow your selection options and customize and display the clip to your video. The music is all tagged to help you find the right music and tempo.
